How to Make a Report

Any person may report possible sex discrimination, sexual harassment, sexual violence, retaliation, or related misconduct.

You do not need to determine whether the conduct legally qualifies as a Title IX violation before making a report. The Title IX Coordinator will review the information and determine which District policy or process applies.

A report may be made:

• In person
• By telephone
• By email
• By mail
• Through the District’s complaint form
• Through SafeOregon or other external reporting options

Reports may be made at any time, including outside regular District business hours. Students may report a concern to any trusted District employee, including a teacher, counselor, administrator, coach, or other staff member. A report may be submitted by the person who experienced the conduct or by a parent, guardian, employee, witness, or other person who has information about a concern.

SafeOregon is available 24 hours a day, seven days a week, for confidential or anonymous school safety reports. SafeOregon is not a substitute for emergency services. Anonymous reports may be submitted through SafeOregon. However, limited or missing information may affect the District’s ability to investigate or respond.

Protection Against Retaliation

Retaliation is prohibited.

No person may intimidate, threaten, coerce, discriminate against, or retaliate against someone because that person:

• Reported possible discrimination or harassment
• Filed a complaint
• Requested supportive measures
• Participated in an investigation
• Served as a witness
• Assisted another person in making a report
• Declined to participate when permitted by law

Concerns about retaliation should be reported promptly to the Title IX Coordinator.

Report Versus Formal Complaint

A report notifies the District about possible discrimination or harassment.

A formal complaint is a written or electronic request asking the District to investigate allegations through the applicable formal grievance process. A person does not have to file a formal complaint to request or receive supportive measures.

When reported conduct does not fall within the federal Title IX grievance process, the District may still address it under another District policy, complaint procedure, employee process, collective bargaining agreement, or student conduct procedures.
