In 2007, the Legislature passed Senate Bill 426. The law established a statewide insurance pool for employees and eligible retirees for Oregon school districts and ESDs. All districts and ESDs will be required to enter into the pool no later than October 1, 2010. In light of the new bill, the Oregon Educators Benefit Board (OEBB) was established to oversee and manage the new bill.

As of October 1, 2008, the Classified, Administrative, Confidential/Supervisory, Specialists, and retiree/cobra participants for each group entered into OEBB. The Teachers (Licensed) group and their retiree/cobra participants have elected to not participate in OEBB as they are able to provide lower rates than OEBB and comparable plans. In accordance with the newer legislation, as long as the licensed group is able to continue to provide better rates and comparable plans, they will not be required to participate with OEBB.

Kaiser Permanente: Effective October 1, 2010 Kaiser Permanente will be a medical insurance carrier for Central School District OEBB members.

ODS is one of three Oregon Educators Benefit Board (OEBB) carriers for medical, pharmacy, dental, and vision. Effective October 1, 2008, the Classified, Administrative, Confidential/Supervisory, and Specialist groups entered into OEBB and selected ODS as one of their insurance carriers.
